General hans Bessel

I am looking for information about Generalmajor Hand Bessel. He had the tittle of Higher Engeenier officer 2. Is that an honorary tittle or it was an actual assigment. He was in that position just before he was transferred to The Italian Front. During that period of time ( June 1942-March 1943) he had a tunic tailored in koln, so I think that command should had been closed to Koln?
