Thanks This is the Republic of Viet Nam Armed Forces Honor Medal, "...awarded to military personnel, technicians government employees or civilians who have contributed to the formation and organization of the Republic of Viet Nam Armed Forces and the training of troops or technical cadres for the various branches. In general, it is awarded to the development of the Republic of Viet Nam Armed forces. The Armed Forces Honor Medal comes in two classes: 1) First Class for Officers (Yellow edge ribbon) with gold eagle worn on the ribbon bar only. 2) Second Class for non-commissioned officers and enlisted men (red edge ribbon) Silver eagle worn on the ribbon bar only. It is awarded by the Chief of the Joint General Staff of the Republic of Viet Nam Armed Forces." (Source: Collector's Handbook of Military Orders and Medals of the Republic of Viet Nam, Daniel M.
