Is this pair of shoulder boards imperial Russia era?

In this case what would be the regiment, rank? Also what would be the aprox. current market value for them?

On my mind, very difficult say anything. "Podpraporschik"? But why zic-zac? "General"? Unreal! Not infantry: in 9th Inf. regt. the galoons were gold (yellow). Irregular subject or bad copy - IMHO. Low-cost souvenir.
