Awarded with swords to members Armed Forces of the Ukraine and other military formations created in accordance with the laws of the Ukraine, as well as civil servants without swords for significant personal contribution to the development of the Ukraine, conscientious and impeccable service to the Ukrainian people. Awarded to members of the Armed Forces of the Ukraine, and in special circumstances, to foreign citizens and stateless persons, for courage and bravery, self-sacrifice demonstrated in defending the national interests of the Ukraine, for exemplary performance of military duties, for performing specific tasks to ensure the national security of the Ukraine, for achievements in the protection of the state border of the Ukraine, for 25 years of irreproachable military service. Amended on 16 March 2000 by Law 1549-III "On State Awards of the Ukraine". Awarded to officers and warrant officers of the Armed Forces of the Ukraine, police officers and chiefs of police, troops of the Ministry of Internal Affairs of the Ukraine, Ukraine's Security Service, Foreign Intelligence Service of the Ukraine, State Service for Special Communications and Information Protection of the Ukraine, State Border Service of the Ukraine, the State Special Transport Service and Civil Defence Forces, who have achieved high performance in combat and training, are an example of loyalty and highly successful in managing subordinates, for exemplary performance of military duties. Awarded to citizens of the state for personal courage and heroism in extreme circumstances that was aimed at protecting human rights and freedoms, and the public interest.
