Patch from out of Libya. help?

Hello, I know that I am posting in the wrong section. I should be posting in the African section but I figure I would get a faster reply from here. I pick up this patch that came out of Libya along with a uniform and some insignia. Does anyone have any idea what it say? I think it is police related but I could be wrong. I am greatful for any help that can be given.
