Unknown Merite Militaire medal

These appeared years ago, but I cannot remember who the issuing agency was. Can anyone refresh my limited memory?

The flag on the medal, and presumably the issuing agent, is the "Northern Army", a rebel force in Chad.

I think it is the " Médaille du Mérite Militaire / Medal of Military Merit " du FROLINAT. FROLINAT - Wikipedia

 

 

There is another one, same bar but different ribbon and obverse named

"Honor Medal of the National Liberation Front" (Frolinat) 1966 - 1993
