Cufftitle Gau?

Hello,

I have a photo of some Germans, I know the one in the Wehrmacht uniform was a bit more than just an ordinary member of the party but what about those in civvis?

The one on the left has a cufftitle and all that can be seen is GAU. What could he have been? Any ideas?

That "Gau" armband was for the NSKOV. Brian Leigh Davis's "Badges & Insignia of the Third Reich 1933-1945" shows a drawing of one on Plate 35, number 16.
