it shall be issued by Taiwan regoin, post 1949.

the suspension and medal does not match.

The reverse of the medal states in traditional Chinese characters) that it is issued by the Children's Art Education Association of the Republic of China. The suspension is for a medal of some kind commemorating entry into the Chinese Communist Party (and uses simplified Chinese characters.)
