Army of Republika Srpska officer's cap (Šajkača ? ). Somebody can identify the rank and the period?

Greetings Markgraf,

This is not my area, but I believe that that is šajkača of Ground forces officer used in period between 1997 and 2000 (?). Cap emblem is for soldiers not officers.

Here's a picture of complete uniform from the Army of Republika Srpska memorial room.
