It was said that these were worn by a uniformed civilian, a member of a "T Force", one of the Town Forces who had to re-establish local councils and government in May/June 1945 just after Liberation. For instance, Units from the Bucks Battalion were involved in these "T Forces". Who has more information about these "T Forces"?
