Nor could I resist this one just to own and photograph shortly the amazing detail on the Navy Imperial Crown device. It's every bit the quality as the badges. Detail and gilting.

Old news to some of you who've collected tabs but I just haven't had the inclination to investigate tabs until now. Here's a closeup of the crown. A no nonsense crown of details.

HV = Heeresverwaltung or Army Administration. Worn by military officials.

Glenn identified your Heeresverwaltung boards correctly, but did not mention that they are from WWII era. Your other board with the the Kaiser crown would be for marine officers, not naval officers.
