Swedish ski.badge, I assume it's civilian.

skiing was not supposed to be a couple? After Panson believe is from the 1940s, but to me it seems of military?

Civilian badge for youths that fulfilled the criteria in skiing a distance "Ungdomens skidlöparmärke". Yours was made in 1940, first one ever awarded in 1923.

Kim beat me to it, but I think it's fair to assume one ski was used here in the North centuries ago.
