France French Red Cross medal with Palm device?

Has anyone seen the Médaille Sociétés de Secours aux Blesses Militaires with a palm device before?  If so, any ideas as to criteria to receive the palm?

using the French google you can find several médailles de la Croix Rouge avec palm, but I cannot find regulation to the palm
