Question about Afghan Order of Leader?

When i write a book about Afghan Medal, i found some questions about Order of Leader(or Order of Sardar).
1、When this medal was set up? Some resources said it was set in 1911, some said it was set in 1923. So what is the correct time of its begins.
2、How many type about it , and their time ?
3、This medal has two classes , one is Military, the one is civil , and how to Distinguish what is Military and what is civil?
