Navy related Vets cap insignia

Any ideas on the organisation?

It has a metal frame like many of these para military organiations, no pins, sew on.

Struggling with this one.Reminds me of the insignia for the DAF Festanzug {festival} capbadge. Could it be a similar device for the NS Deutscher Marine Bund or KDF related?
