It is more likely that this is an ID badge for the division staff, not a medal. *Chihli-Shantung / Zhili -Shandong - There is another one, and it's a pass: - Here is a medal "3rd class medal": This one has the ribbon of the Japanese Order of the Sacred Treasure! Baldwin & Sons Ltd - Issuu Baldwin's Hong Kong Coin Auction 56 Published on Feb 26, 2014 p.103 Although it says 'First Division Staff Medal', I believe it's more of a badge than a genuine medal.
