Question though - 3rd. picture of KwaZulu Police Star for Distinguished Service and KwaZulu Police Star for Outstanding Service = are those breast stars or something else ??

No, the only breast star, was the KwaZulu Police Star for Distinguished Leadership (Breast Star)

 

The three loose once were the first samples for those awards
