Ordre des Palmes Académiques - forme précoce?

Hello, I would like to ask for advice. Is this an early form of the Order of Academic Palms? I haven't found one with a crown anywhere. Thanks.

A lot of French cities/counties used a mural crown on local decorations. One example is the many local life-saving medals.

 

My money is on a local French issued decoration with similar award criteria as the Academic Palms.

If I may, this decoration has nothing to do with the Palmes Academiques.

 

Palmes Academiques : an olive branch and a laurel branch intertwined, not an olive branch and an oack branch with acorns.
