Even looking back through the documents in this thread we can see an example of an Oberst being awarded the Bronze grade without swords and a Major (two ranks lower) receiving the Silver. So rank doesn't seem to have played a role.

S**t ! I even never noticed it. So indeed, ranks didn't play a role. It could be depend on the importance of the played role during the civil war.

Looking at AH's signature on that award document... looks like somebody bumped the the pantograph machine a couple of times - it's got a bit of a zig-zag thing going on.
