Unidentified N.V.A. Medal Unidentified

I realize the Order of Medals and Decorations within North Vietnam and the " New Vietnam" has changed over 50 years. I need help with the attached medal which I cannot identify with certainty. I certainly would appreciate the assistance of a South East Asia medal collector, particularly in the correct identification of N.V.A. Medals.

It's really hard to DATE these, because they are all so horribly made. According to Edward J. Emering's 1997 Schiffer book (probably still available) "Orders, Decorations and Badges of the Socialist Republic of Vietnam and the National Front for the Liberation of South Vietnam" on page 14 that is the 3rd Class (junior NCOs and privates) of what his TEXT calls the "Victory Order" but his illustration (of a 1st Class) calls the "Soldier of Liberation Order."

Founded in 1958 for service against the French 1946-54. From that description it would not appear to have been used for post-1954 combat.

First, thank you for your kind reply. I was stuck on whether this medal applied to the Vietnam War, and now feel fairly confident that it was pre- Vietnam War.

this is HUAN CHUONG CHIEN THANG - victory order 1st class.

For exemplary service in the armed forces for more than 5 years.

1st class for commanders of divisions and regiments.
