Another rare medal. This is the 2nd of four medals for Inner Mongolia Grand Councils. Petersen shows the one associated with the 3rd Grand Council (p172). Richard Catalano also has photographs (3rd Council) on his excellent site.
This example obviously has had a bit of wear and tear over the last 75-ish years, but isn't seen very often.
The second Mongolian Grand Council leader was Toujou Hideki or Hideki Tojo (東條英機) (1884-1948).
The medal reads

As some of you are aware, Manchukuo medals/badges are a bit of an obsession here; this chart is one of highlights of my collection.
The chart itself measures 1100mm x 840mm and is painted linen.
