True. The only two Soviet made People's Liberations I saw were Kidrič's and Tito's. Here's the painting of Tito wearing that order. Unfortunately I couldn't find the photo although I've seen it many times on the internet. I better save it in my album the next time I see it.
He's also wearing a Soviet Order of Suvorov 1st class and an Order of People's Hero with a ribbon for the Yugoslav Flag. I guess the painter didn't do enough research.

I've seen combinations of 1st+2nd and 2nd+3rd Partisan Stars but I've never seen anyone with all 3 classes. I'm not even sure if there was anyone.

I know about that. I was actually confused because the stripes on the shoulder boards look like the half of them is cut off. Plus I was on my phone during the time I posted my last reply so the resolution wasn't that good.

Here's an interesting way of wearing Kingdom and SFRY awards. Order of the Yugoslav Crown, Order of Military Merits with Silver Swords, Order of Merits for the People (possibly with Silver Star), Albanian Commemorative Medal and another medal which I'm unfamiliar with. It's porbably something commemorative.
Here's a video where I've found it. Commemorating of Armistice Day in Paris during the 80's where Serbian Salonica front veterans were representing Serbia as an Ally country.
