What do you think was the country of the recipient?

Initially I thought Austria (Austrian/German style of folded ribbons), but he has two Serbian medal in first two positions, not sure an Austrian would place them ahead of Austrian medals.

Your document is temporary award document - note the third line on the 2nd page says "временно удостоверение".

These were probably given initially and later replaced by large format document.

Here's another Rothe cross with "Austrian" crown, identical to the one I posted earlier (from emedals).

I highly recommend book "Bulgarian Orders and Medals" by Professor Petko Pavlov. It was published in 2002 and still is the best reference on the subject.

In Professor Pavlov book you can see this exact crown on some pre-1908 crosses - only 1st classes, but I wold imagine 2-3 classes were of the same design. Take a look at photos #96 and #97 - they have identical crown as on your cross. The only difference I can observe are flying ribbons.

Prof Pavlov describes #96 as Vienna manufacture (Rothe?), but he also states that #97 was made in Paris. Perhaps he meant that both were made in Vienna?

Sorry, I can't really see diffrences between standard cross and the one in your pics, the pics are too small.

The same is with The Commander Cross I listed as well ( The small format pictures) It is Austrian made by Rothe , however the crown is French Style

Is it an early Rothe ? or a Hybrid The Rothe Commander we know is the one on the bigger pictures with distinctive Austrian typy Crown.

I agree with your assessment that crosses do not conform to the known standards.

As for why this is the case - there could be multiple reasons. Perhaps crosses were damaged and repaired by a jeweler with parts that he had at his disposal (from different awards - hence the mismatch of the cross and crown).

Couple of times I received packages which packing job just made me so mad!

They both were for Breitling watches. For those who is not aware - in standard Breitling set watch goes into a bakelite box, which is then placed in an outer carton. When I ship watches to someone - I normally place this set into large and sturdy box, with bubble wrapping and foam balls around.

Well, two sellers juts placed Breitling box into foam envelope, which didn't protect at all - both bakelite boxes were damaged during shipping and loose pieces from the box even scratched the watch in one package.

One watch was close to $2,000, another one was about $2,500 - I never understood how one can just drop fairly expensive object in the mail without adequate protection!

Cross #1 looks like most Russian made crosses from that period. Loop also looks like proper one.

Is the cross gold-plated? It's hard to tell from the pics.

Cross #2 - it appears that crown is missing ribbons on the sides.

Yes, that's the same cross. I too find it strange that it has no blue enamel on reverse. It's one thing if enamel is damaged, but here it is missing completely.
