      According to the Regulation, everybody had to return, but nobody bothered to do so, otherwise there wouldn't be this much order on sale in different places. I think with the collapse of the Ottoman Empire and foundation of the Turkish Republic no body bothered to control the orders etc, which were banned to wear anyway. For foreign recepients I don't know, you are most probably right.

      Although the base design of the medal looks like both, IMHO I don't think that it is either of them because of the tougra. Godet's and Meybauer's tougra is better written and more look alike to the original tougra especially in the middle (lines like waves). This medals tougra do not look the tougra made by them.

    3. Miloš Obrenović I, Prince of Serbia is wearing on his neck the Ottoman Neck Order - Murassa Tasvir-i Humayun - The Potrait of the Sultan with Jewels (which is considered as the first order or medal) which was established by Sultan Mahmud II (20 July 1789 – 1 July 1839)

      The Order has the potrait of the Sultan Mahmud II on it.

      This officer and the chubby officer on top with his wife (A lieutenant colonel - his uniform is from 1933-47 period - He also has the Medal of Independence. He wears the War Medal on his left breast instead of right) are Turkish. If you can say what is on his collar I may be able to say his class. It looks like medical doctor.
