Very interesting. I once had the chance to meet a double recipient of this award, so it must have existed. It wasn't a situation where I could ask to see his medals (I was trying to presuade him to get his guards to lower their AK-47s).
I know about at least two more peaceful recipients: unique and only one Afghani astronaut Abdul Ahad Mohmand and his partner, Soviet kosmonaut Vladimir Lyakhov.

All I have is a VERY poor quality image from the Russian book (the authors' names slip my mind, sorry).

I have been ever (and I am still) sure that this so called "Golden star of the Hero of DRA" (once placed on Russian auction) is merely fake made from Afghani Order of the Star. But it seems to be a quite believable fake...

Just for comparison, both standard types.
-- type 1 (1980-87) - #1248
-- type 2 (1987-92) - #1607
This "Khalq" version would have been earlier.
Anyway, as regards the common shape of all these versions, Soviet order of Red star is their obvious prototype

Of course, the obverse and reverse are different:) The reverse is plane with the embossed inscription.
About the rewarding. Only two persons are decorated with this medal till now: the principal of the Almaty's secondary school and (of course!!!) the director of the agricultural co-operative. The Golden star #1 had to be offered to President Hazarbayev but he (of course!!!!!) has kindly renonced this honour:)

A new title was institued at the end of 2008 in Kazakhstan - "Hero of Labour"

Is there any way you could get a close-up of the writing? That would help as Ed said.

That is why I suspect it is the fake: there is no writing! These pixels are not the inscription.

I have never seen it either, but it is possible. Given the massive destruction of records after three decades years of war, we may never know for sure.
Any image of the reverse? And is it Russian on the botton scroll? That would not be a positive indicator.
