Another very interesting piece. Most likely this is some sort of commemorative medal/badge. Early Republic. Obverse bears four flags: American, British, Swiss and Chinese. Reverse bears globe with very interesting numbers ;)

Check this piece. Aint`t it nice? "To whom", "for what" and "when" are not known to me.

Of course Peterson was wrong when he stated that “No one could receive both medals” (i.e. 14-15 and 14-20 medals, see “Orders and Medals of Japan and Associated States”, 3rd edition, p. 48.) One man could receive both medals. He only couldn’t wear both Regulation for 1914-20 Siberia War Dispatch Medal clearly states that only one medal could be wear (naturally the later one).
