November 6, 2007 at the Imperial Palace in Tokyo, Japan, His Imperial Majesty the Emperor Akihito, assisted by Yasuo Fukuda, the Prime Minister of Japan, bestowed the Grand Cordon of the order of the rising sun upon IAAF (International Association of Athletics Federations) President Diack. President Diack was awarded with Grand Cordon “in honor of his outstanding contribution to the diffusion and progress of the sports as well as to the successful realization of the IAAF World Championships in Athletics, Osaka 2007”.

Shaikh Jaber Al Mubarak Al Hamad Al Sabah

Kuwait's First Deputy Prime Minister and Defense Minister Shaikh Jaber Al Mubarak Al Hamad Al Sabah became the first Arab to be awarded Grand Cordon of Rising Sun Order. The distinction is in recognition of Shaikh Jaber's significant contribution to promoting mutual understanding as well as political, diplomatic, and environmental ties between Kuwait and Japan.

And now politics Egyptian politician Ismail Serageldin was awarded 2nd class of rising sun order May 8, 2008 for “...his outstanding contribution in promoting and enriching mutual understanding between Egypt and Japan, and of the valuable role he played as Head of the Egyptian Side of The Japan-Arab Dialogue Forum”.

Tsung-Dao Lee, University Professor at Columbia University, Nobel Prize laureate and Director Emeritus of the RIKEN Brookhaven National Laboratory Research Center (RBRC) and holder of 2nd class. Awarded January 15, 2007 for his work of fostering Japanese researchers and promoting academic exchange between Japan and the US in the field of physics.
