Dated from 1894.
Issued by Miyagi Prefecture Noble Warriors Military Association.
But I am not so sure that it`s connected with C-J war...

These are non-governmental awards issued by prefectures, towns and even villages to veterans of S-J war. Also there are commemorative jettons (sometimes in the form of medals - what made them practically indistinguishable from previous class) which could be bought by "fervent patriots".
