According to the seller, the ring with these hallmarks is from WWI era.
"84 + kokoshnik" was used between 1908 and 1917
AR is a personal mark.
I remember only two makers who used this mark.
First will be Athanasius Rybakov who was active between 1729 and 1748.
Obviously it's not Athanasius.
Another variant will be Ruth Axel Willhelm - owner of workshop in St. Petersburg (late 19th - early 20th century)
I am not sure whether the hallmarks on the picture below are faked or not
