All I can say to is that it was issued by some organization "Union of Wаrriors of submarine force of Russia" based in St.Petersburg for "For concern (old style радение is closer to zeal) to the marine affaire"
Never heard about such org (maybe guys from faleristika will recognize this organization?
).
The only submarine veterans organization that is known to me in St.Petersburg is this one

Yes, but maybe our colleges mark them as variations anyway?
All I can say is that once I read somewhere that there are 12 variations of docs for this medal.

Unmarked medals were manufactured by Moscow Mint
Leningrad pieces have better quality and also slightly more rare than Moscow pieces
If I remember correctly 12 different variants of docs should be in existence for this one

Made by Leningrad Mint (ЛМД mark on ring)
Now you need to find piece that was made by Moscow Mint.
It will have mark ММД at the bottom of reverse.
Another stable characteristic of Moscow vs. Leningrad is packaging.
Leningrad pieces packed in plastic while Moscow pieces in white cardboard cases.

Medal description
Медаль "В память 300-летия Санкт-Петербурга" - из латуни, имеет форму круга диаметром 32 мм.
На лицевой стороне медали - профильное портретное изображение Петра Великого, увенчанного лавровым венком. По окружности медали - надпись: "В память 300-летия Санкт- Петербурга".
На оборотной стороне медали, в центре, - вертикально поставленный скипетр, наложенный на два перекрещенных якоря - морской и речной, по краям медали - цифры "1703" и "2003".
Все изображения и цифры на медали рельефные.
Медаль при помощи ушка и кольца соединяется с пятиугольной колодкой, обтянутой шелковой муаровой лентой. "Ширина ленты - 24 мм. Лента красного цвета, с двумя полосами белого цвета по краям, каждая - шириной 1 мм. Вдоль средней линии ленты изображение ленты медали "За оборону Ленинграда" шириной 8 мм.

What I´m looking for, is a book, which describes their uniforms and the shoulder straps during the period of the russian-japanese war until 1919.
Describes them in English/German do you mean?
If so, then I don't know such book.
