      This is because there is no such thing as "bravery level".

      勲三等功五級 ,

      where    = merit =  sacred treasure or rising sun order 

      = meritous service/deed (in fact  is simply an alternative  form of ) = golden kite order.

      as for  等 = 級 = grade/class

      Rare manchukou medals gonna cost you thousands. 

      By the way, what makes you think that a "fair price" for this "rarity" is 200 euros or even 300?

      Without the box it will be more like 200 dollars or less.

      For example this set of medals was sold for 300 dollars.

      Does anybody know who and how many persons got this medal?

      According to the statute this medal was awarded to those who were invited to Enthronement or performed official duties during Enthronement. Also prime minister office could award anybody at its own discretion.

      The exact number is not known (as per today), but at least 16 000 were issued. Quite likely the total number is much higher .

      It`s not very rare.

      It was made by japan mint. You will find its marks at the rim.

      This is seaman's excellence badge from the japanese ministry of communications.

      First type that was issued between 1940 and 1943.
