“Red ribbon” Same medal, but different ribbon color ... I wonder if this is difference was created by different manufacturers or was it intentionally (different "grades" for different amounts of donation for example...)

Let’s talk about this interesting series of medals that were issued in commemoration of the 1100th year since the capital was moved to Kyoto by Emperor Kammu in 794 (marking the beginning of the Heian period) and the building of the Heian Shinto Shrine in commemoration of this event.
