Note: Both terms are used.
盃 - Sakazuki. A Japanese cup for drinking saké.
軍盃 - Military Sakazuki or Gunpai.

So why such an unusual flag? Typically there should be Manchukuo or Japanese flag (or both). Guess he could serve on the border with Inner Mongolia and decided to use colors of early Mengjiang flag (1936–1939). Although colors order is wrong.

This is a privately commissioned cross. Looks like it was made in Moscow by unidentified manufacturer "Н.Д" in white metal sometime around 1916/1917.

Nice watch fob. Well-worn. All original silvering is almost completely gone (stamp is also interesting - different stamp variation https://asiamedals.info/threads/china-incident-commemorative-badges-and-watch-fobs.22957/page-7#post-359368)
The traces of silvering are still visible.
