Yep, you are right about type 99.
Here you will find another piece with the very same mark.

The owner described it as civilian (training) type.
今回の調達分である実物の38式歩兵銃型・伊澤式教練銃です。民間型ですが戦時中の実物につき重厚感があります。
機関部である尾筒には民間型である伊澤式という打刻が入っております。正規型の38式歩兵銃ではないので、菊の御紋はありません0 -
南市 - South city
董家渡 - Dongjiadu [residential district]
求新 - Innovation0 -
It looks like some part of the inscription is the same as case inscription.
But I am not very good at reading handwriting. Sorry.

It reads
井澤式 - Isawa type
So it was made by subcontractor Isawa Jyuko somewhere betweeen 1940 and 1945.

Both this below seem to me of era Meiji as well as cases ...
Correct kites in correct cases

Most likely this happened because of the catchlight.

Yep.
Kite is from Showa epoch, but the case is from Meiji/Taisho time period.

It's a real pleasure to correspond with somebody competent and who don't hesitate to take some time to help other collectors who share the same passion.
By the way, it`s interesting how they tried to translate his name Fournon in japanese.
In document we see
佛蘭西國人 (France / France people )
and his name in katakana
フIルノソヲ
Not very close
I would expect something like
フォアノン
Cheers,
Nick

The inscriptions reads
東京市 - Tokyo city
Look like presentation box for some memento connected with all these visits in the early 20s.

Nick
P.S. Nice 3rd class pillars

On the other hand there is no kanji inside the lid... Nick is it because these a lower class ??
Exactly!
Same story with two lower classes of rising sun order.
Just now, PATOUT said:The central mirror is rather wide and corresponds well to a manufacturing of the era Taisho as I learnt by reading Nick's previous comments... There is a trademark "t" in the back, but I do not know to what it corresponds
Unknown maker (as per today) that was active between November 1915 and December 1921.
Nice pictures! Many thanks!
Best,
Nick

Order is original.
The ribbon is not original for this order - during Meiji epoch ribbon for 4th class didn`t have a rosette and had slightly different color
