By these pictures it looked like unissued copper-nickel medals that was made by Mint in 1994.
Initially they planned to make this medal in copper-nickel.
But pretty soon they changed their mind to silver.
But mint already made first portion of copper-nickel medals.
Soon enought (thanks for the glorious democratic 90s) it was stollen (most likely by the mint staff).
Then numbers were added (unprofessionaly) and here we are.
