Thank you very much Nick. There was also a cloth patch that came with this that had the emblem of this badge on it. I'm guessing the worker would sew this patch onto their uniform? I'll post pictures of the patch when I receive it. i really appreciate all your help and information. Tom

Nick, I agree with you. The enamel work definitely does not look like it's up to the usual Japanese high quality standards. From your website was the enamel work originally blue on the third class badge? Tom
