The flags are a little strange to say....

It appears the French flags however these are inverted, instead of red white blue, these are blue white red.....

But The crown appears to be a mural Crown, so a crown for a city!!!

Maybe a city in France....

So my best guess is that this star is an unofficial decoration of a french city for some of her citizens, or a club allied to a city to promote certain products of that city

Just like those medals on the OMSA webpage.

These are, for sure, french flags and the arms of the town of Nice.

But, I have no idea of what is the star... Does not look so French in fact...
