Yes, a NIB. Clearly something to do with military construction (category "N''). For refernce, let us call it "N NIB 04"?

They're all in Battushig's book, I think.

Yes:

N19 - 50 Years of the Great Construction (1926-1976)

N20 - 60 Years of the Great Construction (1926-1986)

There is a 70 Years badge (N21).

The last seems to be a NIB (Not In Battushig) 80 years badge (1926-2006), so very new and after the publication of his book.
