probably us made - but what is it?

a friend of mine gave me this badge as he wants to sell it but doesn't know what it is - so he's not sure at what type of badge he can offer it.

as i don't know it myself (and thought about the pin attachement) that it might be us made, i'll post it over here, and hope that someone can help my friend (and me for sure as well) out.

This one is a mystery. I ran it by Bob Capistrano (a real guru of DUI's) and he didn't have a clue.
