For myself this is an unknown configuration without a ribbon.

There is no room to my way of thinking for two ribbons to be attached to this stickpin.

Even if there was they would rotate.

Has anyone ever noted an award stickpin like this before.

I have seen the button hole stud type with ribbons.

Checked through all available period catalogs, No Go.
