Heer Strange CCC in Silver

Good Morning,

I have the below pictured CCC in silver that I bought from the Estand a few years ago. It has a little zinc pest as seen on the obverse. It is also evident that the paint applied was done after it left the factory. The only reason I have not removed it is that I thought that there was a possiblity that this was upgraded by the vet or some type of techinque I know nothing about. Please bear in mind that I know little about badges. I need the following help...

1. Confirmation that it is an original badge(I still feel that it is).

2. What is the deal with the paint?

3. What is a fair selling price? I bought it for 295 dollars back in 2003.

Any help would be greatly appeciated.
