Given the lack of change in national arms-- did the PRE-Communist Republic ALSO use the Council of State authority title?Given the unshaved, unwashed, U.S. surplus fatigues "style" of the early years... doesn't seem as though there would have been anything as a Fidelista award before the mid 1960s at earliest?
