Heer What is he and what Arm Shield is he wearing?

It looks like there are anchors on the buttons of his great coat, yet the piping on his cap indicates Infantry white. The Belt is not German and what is the Arm Shield - does not appear to be Krim or Kuban.

That is the land forces uniform of the Kriegsmarine. Soutache is yellow. String boards indicate that he is a F?hnrich. Cannot make out a blessed thing about the shield-- even if it is metal or cloth. Probably some surprisingly unofficial unit insignia?
