Is this cap insigna, size 31mm from starpoint to starpoint, Russian or German KPD? What date could it be? Any info is welcome.

Note that the base metal has a bronze finish.

That is a Soviet Red Army etc officer's cap star from the 1930s/early 1940s.

As indicated, this is a Soviet star from the 1930's~early 1940's. It should be magnetic, as the base was made of steel sandwiched between 2 layers of brass.
