3 medals Spange. the second place is missing

It seems a general service to the state ??, but the backing is odd...

I think the real mounted ribbon is under the dirty one and I suppose there was a peace time "ice bear", a knight's sign IInd class of the Anhaltian house order of Albrecht the Bear. Anyone with this idea?

Oh I made a mistake.... it should be the ribbon for the "Ehrenzeichen f?r Treue in der Arbeit" Anhalt-Gesamtstaat
