Given the very small size of the Soviet professional NCO cadre, I'd say awards to an NCO are rscarcer than to officers.Too bad there wasn't any space for the additional classes on any of these award books to display advancing rank-- if any. Was he a Warrant Officer later? Or did he fossilize at this rank? And what sort of duties would such a "lifer" NCOI have performed?
