That is the Model of June 1936 insignia which was supposed to have been replaced in September 1941 by very weird French style insignia, but remained in use to war's end.I'm not sure of the precise job title and paygrade, but that rank was the same as an Unteroffizier in the Wehrmacht.Here is the next rank up--same as a Feldwebel in the Wehrmacht. This collar tab was shared by both Reichsbahn ranks.
