New KVK2 certificate

Here is a special KVK2 document to a member of the Werhschutz, Fire Dept. It is signed by a member of Luftgau XI(same as my Penal set!).

It would have been something if the Germans placed the citations with the certificates. I wonder which factory he was attached to? Can anyone make out that signature?
