Did the Wehrmacht consider service spent in the Reichswehr for their calculations of long service awards?

yes, they counted any armed service.

Any difference to the "old counting" - wartime did not count double.

Continuous service through the Weimar era police also counted:

Imperial army/navy to 1920, Polizei 1920-25, back into Wehrmacht 1935+....

Just remember that RESERVE service did not earn ANY Wehrmacht long service award-- they had no "LD2" and "LD1."
