Guest Rick Research Posted September 10, 2008 Posted September 10, 2008 Wow!!!! That is waaaay off recommendation. It has got to be personal preferential treatment because he was a commissar known to the headquarters commanders. (That has always helped in EVERY army. )

Here again we see TWO initial award Red Banners. He should have received a "2" for his 1956 long service one, but he got another first award type.
